Kindergarten to College (K2C) — a project of the San Francisco Office of Financial Empowerment — was the first college savings account program to be universally offered to elementary school students in the United States. Five years after its launch, 19,000 children in San Francisco have K2C college savings accounts and their families collectively have saved $1.4 million. More than a dozen municipalities, states, and nonprofits are designing or implementing similar programs across the country.
