The East Bay Alliance for a Sustainable Economy (EBASE) works to ensure that the reconstruction of the Oakland Army Base results in high-quality job opportunities for area residents. EBASE played a central role in helping Oakland adopt a community benefits agreement for its portion of the Army base, including the expectation that 50% of those hired will be from Oakland and 25% will be from disadvantaged communities. A jobs center and a formal community oversight process will guide implementation of this work. In 2013, EBASE will attempt to have the Port of Oakland adopt a similar community benefits program for its portion of the Oakland Army Base.
