Description | Over three-quarters of the San Francisco families that are connected to the Child Support system receive public assistance. When one parent receives assistance, the absent parent is assessed monthly child support payments to reimburse the government. These payments mount with interest, even if the absent parent is unemployed or incarcerated. This grant helps pilot a program that reduces welfare debt owed to the government, testing the theory that once noncustodial parents are relieved of this debt, they will make more consistent, larger child support payments and step up to help meet the financial needs of their children. |
