Note: This section is for applicants who have been directed by Walter & Elise Haas Fund staff to submit a full proposal. If you have not been invited to submit a full proposal, please submit your request as a Letter of Inquiry.

Your agency has been invited to apply for a grant from the Fund because the program or activities you propose advance the goals identified in one or more of the Fund's program areas. Please be sure to review the Fund's General Guidelines for All Programs as well as the guidelines for the specific program area under which you are applying: The Arts, Economic Security, Jewish Life, Education, or Other Grantmaking Interests.

There are four components to a complete grant proposal submitted to the Walter and Elise Haas Fund, and each is described in detail below:

Proposal Cover Sheet

Please fill out the Fund's Proposal Cover Sheet and submit it with your completed proposal.


Proposal Narrative

Please submit a narrative description of the program for which you are seeking support. The narrative should include the following:

  • Proposal Summary: A one-paragraph summary of the program or project you are proposing.
  • Applicant Organization: A brief description of the applicant organization and its ability to carry out the program.
  • Statement of Need: Discussion of the need or opportunity your program seeks to address.
  • Program Goals and Objectives: A statement of the program's goals. Briefly outline what steps you will take to achieve your goals and what you expect will change as a result of your project.
  • Program Description and Workplan: A description of the program or work you will undertake, and the rationale for the approach you are proposing. This should include a workplan, timeline, major activities, and the role and qualifications of key personnel.
  • Evaluation: Plans for evaluating or monitoring progress toward achieving goals and objectives.
  • Finances: An overview of the organization's current financial situation including major sources of support for the organization. Discussion of the funding strategy for the proposed program and plans for sustaining the work in the future. For capital requests, also include a list of Board members and their contributions made in support of the project.
  • Context: Anything else you think the Fund should know about your organization's programs or current challenges.

As you prepare this Proposal Narrative, please bear in mind that the Walter & Elise Haas Fund, as expressed in its mission, is committed to, "building a healthy, just and vibrant society in which people feel connected to and responsible for their community." The Fund's mission reflects a belief that society will improve when individual members feel a personal stake in the well-being of the whole and have access to the tools and opportunities that enable them to fully participate in community life. In order to achieve this vision it is essential to respect diversity, address social and economic inequities, and allow community members to exercise choice and responsibility.

These are ambitious goals and not easy to quantify and yet the Fund is eager to learn how and when its grantees are cultivating the kinds of connections and relationships that result in genuine community engagement. Please remember this as you present your work to us, particularly when specifying your objectives and the questions you will answer in evaluating your work.

Proposal Budget

All applicants are required to submit their project budget on the Fund's Budget Form. Please consult with your Program Officer as to whether you should use the One-Year Budget Form or the Multi-Year Budget Form. Budget Instructions are provided to assist you.


Supporting Documentation

Please include a copy of the following documents with your proposal:

  • Your organization's IRS determination letter.
  • A list of the organization's board of directors, including their professional and/or community affiliations.
  • A financial statement for the most recently completed year (audited if available).
  • The organization's budget for the coming year.
  • A list of the organization's major funders and grant amounts.
  • For arts organizations, the Walter and Elise Haas Fund’s version of a California Cultural Data Project profile. To complete your profile, visit http://www.caculturaldata.org/home.aspx. If you are submitting a California Cultural Data Project profile with your application, you do not need to include your most recently completed financial statement or 990 (see above). However, if you have a recent audit, the Fund would like to receive a copy.

Submitting the Proposal

The Fund encourages the use of email to submit your proposal. However, the Fund will accept proposals by email or postal mail.

  3. In addition, please send by postal mail a hard copy of the following:
     Proposal Cover Sheet with original signature
     Supporting Documentation that could not be emailed
